1. Private Membership Association (PMA) Status
VeloGO operates exclusively as a constitutionally protected Private Membership Association (PMA) organized under private common law and managed by Pax Velo. Activities within VeloGO are private transactions restricted solely to verified association members and are not conducted in the public marketplace.
By creating an account or utilizing our transportation matchmaking technology, all riders and drivers voluntarily execute membership into the association and agree to abide by these mutual covenants.
2. Separation of Platform Manager & Association Fund
Pax Velo serves strictly as the creator, technology provider, and administrative manager of the platform. The association fund is maintained independently. All passenger tips are 100% the private property of the driver partner; tips and voluntary donations are strictly separated from platform trip fares with zero commingling of funds.
3. Non-Emergency Medical Transport (NEMT) Governance
NEMT trips provided under broker and healthcare network agreements require certified care drivers. Drivers providing wheelchair services must verify wheelchair accessible van (WAV) ramp equipment or confirm safe passenger transfer capability. Member cancellations and driver no-shows are audited with mandatory 100-yard GPS proximity verification to protect all interested stakeholders.
4. Two-Tier Affiliate Program & Payout Structure
The platform dedicates 5% of gross platform fare volume into the Affiliate & Scholarship Fund. Of the affiliate dedicated pool, 80% is distributed to member affiliates in a two-tier structure: 70% to the Direct Referrer (DR) and 30% to the Indirect Referrer (IR). Upfront signup referral commissions are disbursed upon member verification according to tier terms.
5. College Scholarship Lottery Trust
Twenty percent (20%) of the platform fund is irrevocably earmarked for the VeloGO College Scholarship Lottery. Quarterly drawings are held on the 3rd day of January, April, July, and October. Awards ($1,000 each) are paid directly to the student winner's designated college or university to settle institutional debt. Direct cash distributions to individuals are prohibited. Essays require honest personal authorship with an affirmative declaration against AI generation.
6. Code of Conduct & Dispute Resolution
Members agree to maintain respectful, safe conduct at all times. All safety escalations, vehicle damage claims, and grievances are subject to internal review by the Pax Velo Safety Back-Office Committee. Members agree to private mutual mediation within the association prior to any external legal proceedings.
